The Coalition for Addressing Sea-Level Rise & its Existential Threats

Established in 2023, the Coalition for Addressing Sea-Level Rise & its Existential Threats (C-SET) is a cross-regional group of UN Member States that has helped elevate sea-level rise to the top of the international agenda.


The Coalition brings together champion countries with a shared commitment to strengthen international cooperation in response to the legal, economic, social, and cultural implications of rising seas. It shares the determination to safeguard the statehood, sovereignty, maritime rights, livelihoods, and cultural heritage of countries affected by sea-level rise.


The C-SET was a driving force behind the UN General Assembly processes that culminated in the first-ever UN High-Level Meeting on the Existential Threats Posed by Sea-Level Rise in September 2024 and the historic adoption of the UN Declaration on Sea-Level Rise in 2026.


Building on these landmark achievements, the Coalition continues to provide a political platform for coordinated action, supporting the implementation of the Declaration, ensuring that the priorities of countries and communities on the frontlines of sea-level rise remain central to the global response.


Currently co-chaired by Tuvalu and Germany, C-SET is championed by Antigua & Barbuda, Bangladesh, Cabo Verde, Costa Rica, Denmark, Fiji, Latvia, Malta, Morocco, New Zealand, Palau, the Republic of Korea, the Republic of the Marshall Islands, Romania, and Saint Kitts & Nevis.
